Abstract

Samenvatting

Het doel van deze studie is om de verschillen naar herkomst in baanvindkans van bijstandsgerechtigden nader te verklaren. De baanvindkans vanuit de bijstand is laag (8,5% per jaar) en extra laag voor bijstandsgerechtigden met een niet-westerse migratieachtergrond (8,0% per jaar). Dit blijkt uit een schatting van een lineair kansmodel over de periode 2009-2019, waarbij we controleren voor achtergrondkenmerken op individueel niveau en omgevingskenmerken. Tussen bijstandsgerechtigden met een westerse migratieachtergrond en zonder migratieachtergrond zijn nauwelijks verschillen in baanvindkans. Daarentegen is de baanvindkans van vooral de niet-westerse tweede generatie laag als rekening wordt gehouden met hun relatief gunstige economisch kapitaal (jongere leeftijd en hoger opleidingsniveau). Mogelijke verklaringen voor de lage baanvindkans zijn aan de aanbodzijde verschillen in andere kapitaalsvormen (studiekeuze, werkervaring, sociale netwerken, en normen), terwijl aan de vraagzijde waarschijnlijk vormen van uitsluiting spelen, die niet expliciet in kaart zijn te brengen met onze analyse. Daarnaast lijkt beleid een rol spelen. De Participatiewet heeft als voornaamste doel om meer mensen aan het werk te krijgen. Sinds de invoering ervan (2015-2019) zijn de baanvindkansen vanuit de bijstand iets gestegen ten opzichte van de periode 2009-2014, met name voor de niet-westerse eerste generatie (2 procentpunt). Ook andere beleidswijzigingen kunnen een rol spelen.
