Abstract

GREAT EXPECTATIONS

This article explores the causes of the low turnout at the Dutch elections in the years following the constitutional reform of 1848. The liberal reformers had hoped for an increased participation of Dutch voters after the introduction of direct suffrage, but were soon to be disappointed when after a promising start, the turnout dropped well below fifty percent. Drawing on Pierre Rosanvallon’s notions on political citizenship, this article tries to explain the low turnout.
