Do certificates have surplus value?
The Ministry of Education, Culture and Science acknowledges that too many students leave the school system without a proper certificate and therefore has developed new policies to combat this problem. This research note investigates the surplus value of school certificates by comparing the value of certificates with years spend in school. It appears that certificates are highly valued, so students should be stimulated to achieve the proper certificate.
