Abstract NL

Er wordt vaak aangenomen dat hervormingen binnen de publieke sector hebben geleid tot veranderingen in de vereiste competenties van ambtenaren. In dit artikel onderzoeken we hoe de van ambtenaren verwachte competenties in de loop der tijd zijn veranderd door vacatures van gemeenten - gepubliceerd tussen 1980 en 2020 - te analyseren. Dit onderzoek kent vier belangrijke bevindingen. Ten eerste wijzen onze resultaten op een toename van het aantal vereiste competenties in vacatures in de loop van de tijd, evenals een verzwaring van het vereiste opleidingsniveau. Ten tweede laten de resultaten zien dat hervormingen binnen de publieke sector worden weerspiegeld in de vereiste competenties van ambtenaren. Aanvankelijk werden meer traditionele competenties gevraagd, gevolgd door een verschuiving naar bedrijfsmatig gerelateerde competenties en recentelijk naar netwerkgerelateerde competenties. Ten derde zijn de competenties die verbonden zijn met de verschillende perspectieven op het functioneren van de overheid allemaal toegenomen tussen 1980 en 2020, wat een gelaagdheid aan overheidsperspectieven geeft. Tot slot tonen we, door het gebruik van een kwalitatieve benadering, het belang aan van competenties die van een context worden voorzien, aangezien dit een beter begrip geeft van wat er van sollicitanten wordt gevraagd. Dit artikel sluit af met aanbevelingen voor HR met betrekking tot werving en selectie.
